So I guess now my next question would be could old transmission fluid or a dirty trans filter cause a transmission to take forever for it to shift from 1st to 2nd and have a delay from 2nd to 3rd and not even go into 4th (that I can tell) or should I seriously consider cutting my losses now

It may...hard to tell the worst, if the fluid and filter are yukie.

The fluid don't smell like its burnt and I know that's the one sign of bad clutches but that's it

Its a machine that runs a hot flush through the cooler lines that allows a tech to minitor the process...You would have to call around, but I hear its worth it, buddy got his done for $45.
But if you just do a fluid and filter service, it may not hurt to pull the cap off and make sure the governer is operating freely.( gov is under the bearing cover looking cap on the left rear of the trans.)

Is your TV cable adjusted correctly? I know when the one on my Blazer wasn't, it did the same thing.

Yes because it worked fine till I came back home which has some pretty good grades of hills it almost seemed like the trans was running hot

Hot fluid will for sure make it shift funny. Especially if it got hot enough to cause the fluid to get foamy. Also getting foamy may have aireated the fluid. Which will eventually go away. Hopefully it's not a well worn trans and this added heat did some extra wear. I'd for sure check the fluid level since if it got hot enough to foam and expand you may have lost some fluid out the vent. I'd take it easy on it for a couple days and see if it improves. Next thing I'd do is check the TV cable like Retro mentioned, just cuz it's FREE and not a bad idea. If it's still not acting right. Try a pour in trans conditioner. If none of that helps, the damage may be done. Heat is the #1 Auto Trans Killer. Especially a 700r4/4L60-E.

I put Lucas transmission stuff in and made no difference at all I'm not driving it for a few reasons number 1 being transmission the other is its only getting 10mpg and I know it should get better then that

These issues really do seem to be TV cable adjustment issues. If you've done the Lucas, and know the fluid level is correct, the trans fluid doesn't smell burnt and is still red then it should be a salvageable transmission. Unless it's just got worn out clutch packs. But usually 1 clutch pack will go bad and affect those gears. Even if your forward clutch pack was to wear, you'd still have 1st and Revese, using the Direct clutch pack and the Low/Reverse Clutch pack.

Have you tried to drive it shifting it manually? From 1, to 2 to 3, get up to about 50mph then to 4th? Give that a try and see what the results are.
