My interpretation of a hard hot soak start occurs only after a relatively short period of time. In the area of 15 minutes. Every one of my carbed cars does it to some extent. 2V Motorcraft, 4V Holleys and Qjets. They will all start in just a few seconds but not as fast if completely cold or an injected motor.
There is only so much that can be done. Todays poor fuel and hot housings will promote evaporation and possibly boiling.
