Can I connect it to the stereo wiring harness?

That's probably not a good idea. That circuit is fused for a stereo and running the cb off of it too might cause problems.

So do I just need to do the same as I did with the stereo constant? Run the hot with the flat to the fuse box?

I would not advise it. You could overload the wire and pop the fuse or in the worst case cause a melt down or fire. Safest thing to do is to give the CB a dedicated switched 12v from the fuse box.

Yes except find one that is controlled by the ignition switch so the CB will not always be on and drain your battery.
