I don’t know the details of PA inspection and emissions requirements, but research them before you a pick out a truck.
For example, my ‘75 K25 with 8400 lb GVW was an HD emissions truck in ‘75, so it has no catalytic converters and minimal emissions equipment under the hood. In Virginia (where I live), since it’s more than 25 years old I can buy permanent Antique plates and not pay for yearly inspection, emissions, or license renewal.
For just running around town nobody cares that I have antique plates. It means my monthly upkeep cost is only liability insurance, and I keep that cost down by estimating mileage at 4K miles a year. I still use the truck to haul dirt and for other truck tasks, so it’s a useful vehicle.
