I did some screen shots from a fake book page about the straight eight Buick engines.
It did not say what year this engine is but IIRC, the last year for any of the GM straight eight engines was 1953 or possibly 1954.

I think you're right about the propane, looks like one regulator dispersing it from A pulley pump on regulator/ injection pump thingy lol. Super cool
