If i could hijack the thread and ask another, related question:

How do you clean the tank out so that you don't get blown to the moon if you want to do some welding, cutting or drilling on it?

Gasoline is not explosive ! Gasoline vapors are explosive.
So, you can flush it with water ... which might get rust started.
Or get a fan/weedwacker and blow air in it.
If the air is moving, it is not accumulating.
If you'r filling holes, you might want to consider an epoxy like JB Weld.

Those are blurry as hell, but they don't look too rusty to me? I'd fill it and run it, making sure I have a clean good auxiliary filter before my pump if I were you.
