Ok so that ground that you high lighted yellow could have gotten obstructed some how?
Yessss! Finally, you get it.
Even easier way to check the ground as the issue:
Hook the power to the fan up as normal.
Go in and turn the key on and set the fan to high (or low, med, it doesn't matter)
Take a jumper (the one you used to supply power from the battery is good) and make a connection from the fan casing to any good ground point.
Be sure the point of connection - on both ends of the jumper - is paint/rust free.
If the fan starts - make a good permanent grounding wire from the metal fan casing to the body.
