Been busy at work but I have a few minutes, so let's close the loop on this one:

It's a tool for checking the clearance when making a stroker crank.

You have the base crank offset ground (like say a 4.00 crank offset 0.125, to make a 4.25 crank). Install the rod on the crank and insert this device in the wrist pin hole. It has the necessary clearance built in to the larger diameter so that you can swing it around the crank weights and verify the operating clearance - or - mark the spots that need a little work in order to provide the clearance.

Correct!

For those still scratching their heads it's a mandrel that is used to assemble hose fittings. The outer piece that goes over the hose gets put on the hose. The inner piece gets attached to the mandrel and the pin acts as a guide to keep the inner piece from cutting the hose and the handle helps screw the two pieces together.

I'd guess the first one is used for a depth measurement. The surface of the piece with the hole would be even with whatever the other two pieces are attached to and a depth mic could be used with no additional math. What it fits OTOH, no idea.
