Without an in-person inspection, I'm betting on the frame still being knocked over to the passenger side some. It can be hard to get these frames pulled all the way back over to where they are supposed to be since they are so floppy like a wet noodle. You have to make a pull much farther than the frame actually needs to go, because they spring back so much. To get any real movement out of the frame, it's best to make a pull with the front sheetmetal removed so that it doesn't get tweaked. So if the frame was straightened and the the front sheetmetal was all put on before finding out the frame was a little off still, most people will just choose to slot holes where needed to bolt it all up and fiddle with the bumper mounting to make it line up ok too.
