Not exactly. If you go to the state run office chances of you getting off easy is significantly higher. A tag office will bend you over the counter DRY.

It took me 6 MONTHS to register my '84 when I got it. The blue hair at the local tag office tried to charge me sales tax on book value of $26k when I had a bill of sale clearly stating I paid $2500. I made three trips over as many weeks trying to register the truck and I finally gave up. Fast forward 6 months I stopped at the county courthouse to take a stab at it. Well, I was registered at sold value, given a sincere apology from the clerk and was on my way in 5 minutes. She said that never should have happened and would report the agency, but I doubt a damn thing was done about it.

Also, if you tow in WA buy an SUV! Registration(road use tax) is much cheaper than on open bed truck even though they can tow as much or more. Imbeciles. Government logic hard at work for you the taxpayer.
I think it’s more luck of the draw than anything with vehicle licensing facilities. The 3rd party place nearest to me is very good. As is the Issaquah one.
Some are facilitated by the county. In rural areas I think, only. None are run by the State iirc. Drivers license facilities are though.
Yes SUVs are less to license. Same as cars I think. But for this year, my 2016 car was $100 and the 2016 diesel 3/4ton no extra tonnage purchased, truck was about $120. Good point but the delta is not that great and one thing good about here is vehicle registration is very reasonably priced compared to many states. WA gets more of their vehicle money through the high fuel tax. Ironic being a proponent of EVs as well. I think they’ve now tacked on an extra $100 for EV registrations but that doesn’t cover much at 60c /gal gas tax. They’re still shooting themselves in the foot at every opportunity.

Interesting. My '81 is 8600 and came factory with pump, tubes, and no cats. No egr. I'm guessing you don't have the original air cleaner assembly with the stickers. That would show you exactly what it came with. It being from CA it had smog equipment on it, no way it didn't. It may not have it on there now, but if the smog reps dig into the books to see what it actually came with, they may require your to reinstall it.
Forgot to mention my 81 is a CA truck. Yours having no cat, I can see that, but not having all of the normal smog pump and tubes, seems odd

I read somewhere that these larger GVW trucks weren't required to have it or need it. It even has the factory plugs in the exhaust manifolds where the tubes would go. I have a factory style air cleaner on it now, as it had a 6" open element when I bought it. It may have, as it was on it's 2nd engine and was a farm truck here in Arizona when I bought it in 2019. I'll do some more digging.

The GVW vs emissions rules changed over the years. My ‘75 with 8400 GVW had no factory catalytic converters and very minimal emissions gear, but that exemption only lasted a few years. In 1980 they raised the HD standard to 8500 lbs, so Chevy then marketed trucks with the 8600 lb GVW package. In 1987 they started using converters on almost all trucks, regardless of GVW.

Trivia for you - the origin of the F150 (vice F100) and the Heavy half in the early 70’s was to sell a half ton with a GVW high enough to be exempt from the catalytic converter requirement. The first years of the HD exemption for half ton trucks it kicked in at 6000 lbs GVW, so most Heavy duty half tons were 6050 GVW or higher.

I doubt those plugs are factory, anybody that removed the tubes used those plugs in the holes. Post up some pics of your engine bay.

FYI there's a bill in the WA legislature(HB1194) to FORCE you to have collector vehicle insurance with specified liability limits AND have a second registered vehicle for daily driving.

Just another in the litany of reasons to say F#@% WA state!

I.CAN'T.WAIT.TO.MOVE!
That’s interesting. This year’s legislation? I wonder what the ins and outs of it are since you only need liability to be legal. Is it raising the minimum liability req for collector plated vehicles? Seems hinky. Any old insurance company will write a liability policy for a collector car. Or most will anyway. Is it requiring collision coverage or something?
Solving a problem that doesn’t exist with the 1000s of collector vehicles that come out on sunny days and Friday nights and are most in better shape than your avg tweaker mobile with NO insurance and there are probably 100,000 of them running around daily just in the seattle area. Plus the rest of the state. WA is pretty high on the list of % of UIMs. And they’re not tough on it.
I have an 84 Sierra C2500, base model, and it came from California but didn't have the emissions stuff on it. I'm living in Northern Arizona right now, but thinking of moving to Tucson. If the truck didn't come with the emissions stuff, I shouldn't have to add it if they have requirements for it in Tucson, should I? I removed the EGR as it wasn't hooked up anyways, and running duals with mufflers only(350/TH400). Thanks
Since I was as off topic as any, your answer is no, you won’t have to add anything that wasn’t original to the vehicle.
And you may want to research and verify but in that era the cutoff for cats required (and maybe other stuff) was <8500lbs gvw. Hence the 8600 gvw rating on many class 2 trucks. If yours is a 8600 gvw you should have far less or nothing required.
That said, you should also read the rules and nuances of the emissions testing requirements including that of registered classic vehicles. You can’t escape by age of vehicle. Because 1966 is the cutoff….lol. Worse than Cali!
Maybe someone who lives there can explain in detail but likely it’s best to do your own research.

Put the EGR valve back on,even if it doesn't work. Make it look like it's on and functional,a missing egr valve is going to be red flag and the inspector is going to pay extra attention to your truck.

Don't forget the D/W150 Dodge trucks over the D/W100's for the same purpose.
