Maybe there are different kinds, but the egr bleed solenoid on my 85 305 w 700r4 activates when tcc is locked and bleeds vacuum off the EGR. It doesn’t add vacuum it releases it.
This was done (to my knowledge) to allow for a slightly richer mix when the converter is locked to avoid pinging when in low RPM / lean mixture / high vacuum situations. Deactivating EGR during this scenario allows for richer fuel / air mix.
