So can I just paint over the WD40 with engine primer?

No, when you're ready to paint, hose it off with carb cleaner.

If you are going to paint immediatly, then you can blow dry and paint it ASAP. The rust process actually starts instantly all over again, as soon as it hits air out of the water, so it must be treated fairly quick. But I do the WD-40, let all that dry, then probably paint it the next day. But, paint will NOT stick to WD-40.

Turned/rotated intake so the filler tube is near the top instead of at the bottom of the drum.

Thanks using wd40. Do you know that PB Blaster has water in it also. Liquid Wrench is a spraying lube not WD40 or PB Blaster.

Uhh that's a bit overkill. All you needed was a mist of WD40 on the whole thing, not a flood.
