They had a cap on the end of the line. Other than that, what could cause the tank to pressurize is fuel condensing in the line. You would build pressure until it was high enough to push the "fluid head" out of the tube and onto the ground. A normal system would have a run into the charcoal canister and the purge line running to the carb or EFI system. When in a cruise situation where the engine is pulling high vacuum, it would pull any fluid condensed in the lines into the intake and also help vaporize any condensed gasoline inside the charcoal canister itself so that it will continue to operate properly for an extended amount of time.So the open ended hose should be venting your tank, yet like me, you still had pressure building up as evidenced by your statement "Easton did say the other day that when he opened the fuel cap there was a big “vent” of fumes". The mystery continues. Let us know if the hole in the cap solves that problem.
No it doesn't hurt to keep it. Besides keeping gas fumes down it also keeps moisture out of the tank (reducing rust). Especially important with todays fuels. It keeps gas fume smell down in garage. But if you do delete it put a fuel filter on it up front or back by the tank but keep it higher than tank. Or plug line and get a vented gas cap. There is also a valve style vent in case of roll overs out there.
