Body Work Around Windshield Need Help!

I have found some rust i need advise dealing with. Do i fill with body filler, or get a new piece of metal and smash to fit? Unfortunately this website won't allow me to post a picture bigger than (97kb) Hopefully you can see it through the link posted.

I would clean the rust up really well with with a wire wheel, and see if you can fill it in with weld, then grind smooth. May want to try getting weld-thru primer on the backside first, as well.
