Your right it was a grey market conversion from LHD to RHD. The dash is a complete fibreglass unit so looks to have been made from scratchIf it's a left-hand drive conversion (I'm not aware of any such factory option) it was probably a gray market operation and since they had to pull out the steel under the dash to make it work they probably had to cut out the part with the VIN and relocate the plate. It can seem reasonable to anybody but a bureacrat.
