It's probably a by state thing,Kansas they have to turn over titles to the state within 30 days and can't they be sold or registered again. Kansas is kinda jacked up with some of their Title stuff,I have one truck that can never be registered again, because I said it was junk,so I could transfer the tag instead of buying a new tag. Because I said it was junk, they flagged the title.

I think there's more to it than that. If the junkyard has a dealer's license, they should be able to sell a complete vehicle and not turn in the title.

True, but I think they have to decide that before it goes in the yard. I know at Pik n Pull in Kansas City I tried to buy a whole car out of the yard,I talked to the boss,he said if I had caught it before it came into the yard he could have done it,but the titles already turned in and he can't sell it. Told me as long as they are in the processing area,I can still buy them,I got tired of going there and looking into the processing area through the fence hoping to find another project I don't need.
