That's all that matters. Its visually there. No kidding, I have seen a guy hang a cat converter with coat hangers under his truck and the tech passed him. didn't even have pipe going thru it. The tech caught it and laughed his ass off, and said, well, all I do is visual inspections, and there is a cat there, so it passed. This was back when OK did safety inspections. All they had to do as far as emmisions was see that EGR was there, Cat was there, and Check Engine light was not on. That's it. I even seen a tech tell a guy, go around the block and pull the bulb out of your Check Engine light and come back. I thnk this is one reason they quit doing safety inspections. They were worthless. Techs made no money doing them, they only cost $5 so WTH. Pass everyone unless it was a dangerous situation like bad brakes or smashed windshiled in line of sight. If all your lights worked, horn worked, you had some brake pedal, you passed.
