Also apprently a SD7H15 is a sanden that is commonly used in place of the H6 and people talk about it being much much better at idle for AC performance and not being prone to leaks like the H6 family.

Is it possible to have functioning ac in a c10 with the 5.7 vortec engine?
Absolutely, and actually shouldn't be expensive or hard at all. It's all in how you dress and install the engine. Are you going injected?carbureated?serp belt? V belt? I would assume for sure long water pump, but you never know what some people are doing.
