In MN it is illegal to even have a red or blue light mounted on the front of your vehicle even if it is inoperable, but I am guessing when this is off no one will be able to see it unless he is on private property.

It's the same law here. I also applies to Motorcycles. I had a friend who put blue neon lights under his bike and lit them up at night while parked. The man wrote him a fix it ticket to remove the lights. Private or public property makes no difference here, if the man sees it you going to get a ticket.
