I want to paint the front bumper of my truck. Right now it looks really ugly. I cleaned the crap off it but there are still major rust patches.
Should I just like spray over it or do I need to remove all the paint first, or what is the best process? Also, should I do white or some other color? And what type of paint should I use?

PS: After I paint it I want to put the license plate on the bumper. Theoretically all I have to do is find a good location for the plate and then drill some holes, yes? It looks rather derpy as it is. And that hook is useful but kind of ugly.
I just want this to look less like I dragged it out of a farm after 15 years and more like somebody gives a crap about the truck, because I do.
