Heater/AC Question 1985 K-10

I cannot get air to flow out of the dash vents. Air mostly comes out through the floor vents and a little through the defroster vents. Some say that is normal. I've never had another vehicle that did not force air out of the panel vents when in the "Vent" mode. When do the panel vents come into play?

You have a vacuum leak. Its defaulting to heater mode. check the hoses under the hood first.
