I have a 91 suburban and my front air I take duct rattles from the lower portion where the ater drain is at the bottom, does anyone know how that lower area is attached to the front cross piece?

It isn't attached to anything at the lower drain section, just the two screws at the top hold it on. If it's rattling, it's probably making slight contact on the side towards the radiator where the air intake flanges butt up to the core support. Some stick-on insulating foam in that area might correct the issue.
