My 80 has one of them too. Vinyl, not leather. Kind of handy. I'm sure it is aftermarket, I think mine has a name embossed on it.
Mine may be vinyl too...never paid much attention to it except the gloves, ice scraper and screw driver that is in it.

Your right, the pockets are pretty shallow. Good for maps and papers. I used it to carry spare hoses and parts for the snowplow.
Angle it to match the seat back, and fasten it to the floor. Something made form say 1/8" aluminum might be the way to go. I would think it would be durable enough, and easy enough to weld together, that you could make a kit and ship it in a flat box. But coming up with a couple of designs that would hold stuff like jumper cables and tow straps, possibly a selection of hitch inserts better than the cardboard piece would be pretty badass.
