I have an 84 Sierra C2500, base model, and it came from California but didn't have the emissions stuff on it. I'm living in Northern Arizona right now, but thinking of moving to Tucson. If the truck didn't come with the emissions stuff, I shouldn't have to add it if they have requirements for it in Tucson, should I? I removed the EGR as it wasn't hooked up anyways, and running duals with mufflers only(350/TH400). Thanks

I think the heavier trucks were emission exempt. Does the truck still have the emission label decal under the hood on the core support? It would show what the truck had installed at the time it was built. Your statement about the truck not having the emission equipment on it, do you mean it never was built with it, or was it removed. If it was built with the emission equipment, yes it would be required. In a lot of states they don't check for the emission equipment on the old trucks.

I'm in Southern Arizona. The state is emissions exempt except for the Phoenix & Tucson Metro areas. So, yes you must have the factory emissions the truck came with in order to register it.

Is there a statute of limitations for that, or a year that a vehicle is exempt?

Yes. Once it's old enough to be designated as a "Vintage" it can be registered as such. There are limitations on its use and how many miles it can "legally" be driven.

I think here in WA state, the collectors plate is 20 or 25 years. There is supposed to be a limit on mileage as well, and my pickup isn’t supposed to haul anything in the bed. Ha, good luck enforcing any of that. I’ve broken every one of those rules.

Been driving and having emissions done on square bodies in Phoenix for 20 years. If your original emissions tag is there, they may look for the equipment. If it isn't they have no way of knowing. I haven't had an EGR on any of my trucks. I HAVE had them look for a PCV system. To get my '84 C30 454 through emissions, I had to put cats on it, but it passed with flying colors with cheap cats. To get my '78 K20 350 through emissions, I just leaned the carb way out and threw some HEET in the tank. There are options. My current '78 C10 454 went through emissions no problem without cats.

You do get a free re-test if you don't pass. If repairs exceed a certain cost, you can get a waiver. Check this out: https://www.myazcar.com/locations-waivers

EDIT: Remember that you're dealing with government employees who are allowed BROAD discretion. Be polite and accommodating. If it doesn't feel right, take the path of least resistance and try again later.
