I'm not sure how the wipers work at all. The only way I could see the motor working off of 0.022V is if there are relays inside the motor housing.

This is with ignition power.

If these are the grounds they don't look too bad but I wire wheeled the threads of the fasteners before putting it back together.

Was that Painless kit one with a GM column or the big $ square body specific replacement?

I bought the 10205 but the 20205 has better pictures and not much changed.

looks to be them military tactical wipers

Anyway, it looks to me like its binding or something is interupting the power and ground circuit because they arent constant they are jerking and slowing down very fast, I would check those wire connections and provide a nice new ground straight to battery and bypass switched power with a junction block wire or cable and see what happens. If it gets better, you have an idea. if it doesnt, it tells me its internal to the assembly or the linkages. if you put the wipers in up position where they stand off the windshield, do they move faster

Should I be getting 12 volts on the 2nd and 3rd pins?

My kit came with the two different style connectors for either steering column. It lets you populate them. I know I wired them correctly. But my column has been suspicious since I got it. I think someone modify the intermediate shaft and managed to get the steering wheel 180° out. The turn signals don't work well, the horn didn't work, and I would not be surprised to find they messed up the wiper switch as well.

purple is 12v for high. gray is 12v for low. I'd also check the connections at the base of the steering column where the switch plugs into the harness and see if they match what has voltages under the hood.

I would honestly be fine with a switch on the dash. At least the wiring would be easier to check and repair then digging in the column.
