You must be registered for see images

turns out there are two pieces to it, I have the one circled in red.

1.what does the other odd shape piece do?
2.can I get away with just welding the outside piece?
3.is the other piece an absolute must?

The second piece goes on the underside of the frame. You need to put it on.

issue is I got the first piece for free, I found it in a semi truck trailer with the other piece no where to be found, are you saying without the bottom piece it wont work?

No, it'll work and something is better than nothing. The underside piece ties the frame to the crossmember under the core support. If you're just reinforcing do it but you're fixing a busted frame I'd do both pieces.

That said, you've got a pic to show the general shape, maybe make the second piece.
