@Ricko1966 been out of town but I'm about to disassemble again to get this piece in place and the horn back to a functioning state. If you get a chance can you confirm that the clip you mentioned should slide "in" to the steering column long ways behind the rack gears? I want to make sure to get it right this time :)

I think one of my wheel bearings is also going bad now so about to start on that next >.< after this steering wheel.

Yeah there was, with your direction I got the first one in place which was the one for the dimmer switch.
The second one is the one I can't figure out where it goes, I'll repost the picture of it for reference but you mentioned it was to keep tension on the rack -

It keeps tension on the rack gears
Ended up getting the horn fixed which was nice but I never did figure out where that clip went. I just didn't see anything that was going to hold it in place.

I have been trying to find some videos on YouTube where they remove the rack but I don't see any clips there.
