What is this sealer stuff?

Between body panels (such as weal well to floorboard) there is this sealer/bondo-like stuff. How do I go about repairing this and these holes?

This looks like it could be factory, but I'm not sure - it could just be a hack rust repair job.

Seam sealer. Any body shop will have it.

Scrape it out, blast or wire brush it, convert the rust, reseal it and paint it. You should be able to get seam sealer at any parts store. It comes in a calk tube.

Thanks for the info, here's my plan:
1) chemically strip paint (doing the whole bed)
2) remove old seam sealer (I've read a combination of wire brush, heat, and a scrapper will work to do this).
3) wire brush down to clean metal
4) weld in new metal to cover holes
4) spray can of self-etching primer
5) apply new seam sealer from calk gun
5) spray paint color

How does this sound?
I've heard epoxy primer is great stuff, but that's beyond what I'm capable of doing in terms of time and equipment necessary.

Rust proofing like fluidfilm or similar from underneath.

Napa sells tube of 3M seam sealer, just make sure you buy the interior version for use inside the truck or you'll suffer the horrid smell, which almost never goes away.

Should I primer first? Or apply seam seal first, then primer and paint over that?
