What does this thing actually do and if there's a leak in it or a hose going to it, will it affect driving performance? I'll promptly delete if this has been asked before. Surely it has...

It’s not a bad question. It’s there to keep steady vacuum going to your accessories and to circumvent fluctuations so your cruise won’t engage/disengage repeatedly and your A/C won’t dump to the floor out of the blue and then come back to your face.

It’s not a bad question. It’s there to keep steady vacuum going to your accessories and to circumvent fluctuations so your cruise won’t engage/disengage repeatedly and your A/C won’t dump to the floor out of the blue and then come back to your face.
Thank you. I replaced the hose but didn't wanna fool with taking that bottom fastener out to check it. Ac seems to work fine but the hose was dry rotted all to hell.

Yeah, from what I’ve seen, those hoses like to rot pretty badly. If you have a Mityvac, you should be able to pump it up to say 18” and see if it holds.
