steering wheel removal

Hey y'all! Im replacing the ignition cylinder and I'm wondering....I got it all disassembled up to the locking plate. Can anyone tell me if I need to take that lock ring out entirely? Or can I use a plate removal tool with the lock ring on? All the YouTubes out there for steering wheel removal suck.

The lock ring has to come off to remove the plate to change the cylinder.
Autozone will rent the tool for free if you don't have one.

Ok! Thanks! I got the puller and the locking plate puller got the ring off... I have the ignition cylinder and my last question is. It has these plastic tabs in the cylinder, if you see in the photos there is one on the bottom sticking out and one inside the cylinder..... Do those need to come out? The reason I'm asking is cause it turns without the key in them and I'm wondering if those plastic pieces are what's making it do that.... I called parts geek where I got the part and they said " I have no idea, you'll have to talk to a mechanic" any experts on that one???

I think that plastic is just part of it. It's been a couple of years and I don't remember exactly how all that went together. Sorry I couldn't be more help.
