I have my '87 K5 at the bodyshop. He has recently restored two 73-75 blazers and he showed me a panel at the rear of the back inner wheel wells. They bold to the very back of the wheel wells and hang down like a splash guard. My blazer is missing these panels. It has the holes for them. In looking at other blazers online, it looks like other ones of my year didn't have this panel, but it's hard to tell.

Does anyone know if these trucks came with this panel, or if they stopped putting it in in later years?

Both. That particular panel would come and go.

Those kind of things get added to address a specific issue and then, during periods of austerity, get cut as a cost reduction measure.

Is there any idea of what years came with the panel and which ones didn't

There's no hard set year or breakout of them. As Keith said, they kinda just came and went through the years depending on supply/budget cuts/budget additions. Some trucks got them, some didn't. If you wanna put them on, throw them on. If not, leave 'em off. We've bought so many of these trucks and some have them, some don't, even within the same model year.

I've been unable to find a vendor the reproduces them. I find things that look similar, but then realized they're the "back" of the front wheel houses.

Interested to see a photo or illustration of these splash shields.
This is what they look like if that is the splash shield being talked about:
