Rear Sag on One Side

So my truck sat in a fence row for 20 years before I got it. Its an 81. The rear of the truck on the driver side has about an inch of sag to it. The front is pretty flat. I was thinking weak leaf spring initially, but figured I'd ask if anyone thought it might be the shackle bushings? If I buy leafs, I'll likely buy both and new bushings, but just wondering if its reasonable that I might be able to get away with just new bushings.

I installed new springs and my Blazer sags on the driver side. I thought about switching the leafs and seeing if the sag moves to the other side.

Super common, the "Chevy lean". Since the tank and the driver are both over there (especially if it's a single tank truck). New springs might fix it but that's a crap shoot. You can also get adjustable shackles and set the driver's side a little higher to compensate

Its a single tank on the driver side. We threw a level at it parked on a level floor and its a bit over an inch without the driver. the front has a bit, maybe 1/4 inch.
