Pads stick above the rotor

I changed my front brake pads and noticed something. The drivers side both pads are even with the top of the rotor. On the passenger side the inside pad sticks above the rotor and the outside pad is even with the top. Do you know what would cause this? I was thinking maybe a bent caliper bracket but the pads suit flush and are wearing evenly.

I was too dirty to take a pick of the pads against the rotor so I just have pics of the old pads.

Maybe swap the pads from the drivers side to see if it still fits incorrectly? I may be a bit jaded but I am always suspicious of new parts being manufactured correctly.

Is it possible that someone could have put a smaller than stock size rotor on it?
