My Dad has a tool he has no idea what it's for. Anyone know?

few clues to help:

-he's in paint/body
-very close to a military base

He's thinking it's a rivet hole marker, so you mark the spot correctly to drill the hole.

Appears to be some type of hole punch? Not sure just a guess, perhaps for leather or upholestery

It's for stringing up a tarp that doesn't have grommets on it.
