Motor s/nsticker

The 350 I purchased had a serial # sticker U621XXXX
Good old 409 washed the number off, so I removed the sticker.
There is no number stamped in the block...just shiny iron.

Do I correctly conclude that:
1. The short block/motor has been rebuilt by an engine rebuilder??
2. The block has been decked, which removed the original s/n ?

Back there I found block # 10243880 along with date code A307 and identifiers 57LG
The serial # sticker was on the flat shelf of the block in front of the passenger side head.

That is where the numbers are.at the back.if there was numbers on side of the heads.maybe they got.grinded off.
