Loss of power steering and breaks

Hello all,
new to this forum and looking for some help. I recently bought a 1980 K30 and I have a issue that is stumping me. While drive at rpm in any gear the power steering and breaks work great. When the engine drops below rpm or is in neutral the breaks get super hard and I loose power steering. I’m thinking a vacuum leak. Any ideas? Thanks for the help.

First we'll need to know hydroboost or vacuum brakes?

K30 will most likely be hydroboost.

Check the drive belt, make sure it is tight. If it has a spring tensioner on the belt, that might be worn out.
