looks as though the brake pad is doing a little home machine work on that rotor. A decent manual should walk you through removal and reinstall, the only catch is those things are ungodly heavy.

Depends on how long it's been grinding. These old trucks came with a lot of meat on those rotors, but without taking a mic to it to get a proper measurement, you can't say. first step in either situation though, will be to get the hub off.

A tape isn't going to be accurate enough. most of the service limits are measured in the hundredth, or thousandth of an inch. You'd need to get a micrometer on it to get a real measurement from the thinnest points of the rotor, or take the rotor to where you'd have it turned and let them measure it.

you're going to need to get a service manual for your truck. I don't have anything here that covers the c30 front brakes, and most videos on line seem to cover the k30 fronts. I've never played with the dually trucks, so I don't have a definitive answer on what you'll need, I can only guess and make assumptions based on other stuff I've worked on.

See the post directly above for the thickness below which they cannot be machined. Also the minimum thickness for machining should be stamped somewhere on the rotor.
