How to paint my bumper

I want to paint the front bumper of my truck. Right now it looks really ugly. I cleaned the crap off it but there are still major rust patches.

Should I just like spray over it or do I need to remove all the paint first, or what is the best process? Also, should I do white or some other color? And what type of paint should I use?

PS: After I paint it I want to put the license plate on the bumper. Theoretically all I have to do is find a good location for the plate and then drill some holes, yes? It looks rather derpy as it is. And that hook is useful but kind of ugly.

I just want this to look less like I dragged it out of a farm after 15 years and more like somebody gives a crap about the truck, because I do.

Wire wheel the old paint off then degrease with soap and water and paint it up.

Yep remove all paint and rust with wire wheel and flapper disc and then clean very well ending with some kind of degreaser then prime and paint.

The drill version will take MUCH longer. IF you have a grinder get a wire cup for that and it'll go WAY faster.

For the primer get some self etching primer as it will bond better and give a better base. Then just use a good enamel paint.

You might need an extra drill after you burn up your current one lol

NO you need at least a 4" grinder

After letting dry for long periods between primer and paint, clear coat the crap out of it!
