Is there a switch on the floor or do you have to pull back on the turn signal lever?

As long as the column hasn't been swapped for an earlier one, should just have to pull the turn signal stalk back toward you. You should here it click and the highs should come on

It's called a multi-function switch if you have to replace it.

Yes this is a 86 factory column. Just pull it back and the two blue dots illuminate on the instrument cluster.

I figured out how to turn on the high beams but i gotta quick question. What would the one stalk be that i have circled in yellow be used for and did all models have it? Just curious cause my truck does not have one.

Tilt steering wheel. It was an option.

In older trucks It was possibility of being either a tilt or a cruise stalk. In your truck, you have a stalk which contains the cruise controls, if equipped, the wiper controls(2 speed or Intermittent) and the flash to pass/high beams, and of course turn signals

GM used this basic concept/design into the 90s up to the 94-96 ish when they started to transition to the next generation of columns, trucks may be exceptions, but This is when the switch no longer just yanked ou with a tug and had a couple wires to it, they became integral with the hazzard(sometimes) and many models put headlamps onto them

I actually just happened to run across this pic so I have included it as an example of a 88 gm car with the same concept on the tilt/lever.

The button on the end (not visible) and the switch with 3 positions on the left side are the cruise functions. The wiper is delay wipers, and the washers(forgot to say that earlier) are the push lever on the top there, and the whole stalk is a turn signal.
The lever on the back, by the headlights there is the tilt you were asking about
