Gauge lights always on

I’ve been working on rebuilding my 1979 K15. The cluster gauge lights are always on. Pull the INST LMP fuse and there’s a constant 12v to it. The headlight switch is new, problem still exists. I did a continuity check on both sides and they all check.
-gray wire to gauge lights, wiper, heater and radio check good
-green wire to headlight switch is good

everything else works fine. Pull the fuse and the lights are off.

Headlight switch is likely bad. It's pretty common because all the power for headlights feed through it vs triggering a relay.
