Frame fix for hitch?

I was asking as I think I have a piece of frame left from when I shortened my son's truck I could have donated to the cause.

These work great for patching. Take a unibit and drill out the hole and weld in place the plug.

What is the correct way to fix this?
Way I would fix it is to cut 2 piece of steel to fit in end of frame rails, lay it in there, Mark and drill holes for hitch, Put bolts in where they were but don't tighten, Then weld plates in, Tighten bolts and Your done.... Frame don't look rusted that bad, You go welding all over the frame and boxing it in frame will be junk in a few years,, 2-3 years if they salt Your roads.
