Them two smaller wires, the ones hooked to the battery terminal on the starter, along with the battery cable. Those are called fusible links, probably fried one or both of them, a lot of times caused by hooking the battery up backards, I know, been there, done that, but, only once, when I was quite young.

Not a fuse, it is a smaller guage wire to give it a very slow burn rate.
Fuses blow way too quick for that application.
There should be a tag hanging on them that tells the guage of fusible link required.
You`ll need a soldering gun but, first check them to make sure thay are the culprit, also be sure they are attached behind the nut and that the nut is tight.

Get a test light and check for current at that junction block on the firewall.

When this happened to me it was the fusible link on the alternator to firewall wire. As soon I wiggled it the lights flickered on.

Why this:

i have a brand new battery and starter

Kind of sounds like there was something that caused you to replace the battery & starter - true?

I changed it because on my battery when I bought the truck it was a 4 year old battery , and I just rebuilt my tranny so while I was up under there I went ahead and replaced my starter

Did you check the junction on the firewall? If you have no power there, you have bad fusible links from the starter/alternator to the firewall junction.

It's to the left of the brake booster, should have a bunch of wires going to it, with two posts with nuts holding everything down. You can test it for voltage just like anything else, positive probe on the junction, negative probe to ground.
