Deep drop bumper mounting spacers needed

I have the deep drop bumper on my 78 Silverado, that the original owner had installed on the farm, but the 1/2in thick arms are just shy of the frame rails, spacing wise. These arms are thick and has the three mounting holes for the frame. The "engineers" made up the gap with additional 1/4in plate and bolt heads from the 3 bolts that kinda hold this bumper to the frame.....not quite right. I have searched here without any pics of what it is suppose to look like. This C10 never really pulled anything, but my little lawnmower trailer caused the bumper to creep down bout a 1/4in.
Could someone here provide pics of how this is suppose to look, structurally? Thinking this should look like: frame, spacer bracket, bumper arm. I can provide pics but everyone will know, this aint right!

Pictures would help. Many aftermarket bumpers were designed to fit GM, Ford and Dodge trucks. The mounting kits usually came with brackets and spacer plates.

Agreed, bucket. Unknown what was the line of thinking, here.
Pics show frame to bumper brackets. Arms extending from bumper are square and bumper hasn't been hit. Perhaps this one is for another make?
Perhaps brackets were misplaced and now the improvisation had begun...

Put a piece of plate 1/4, 1/2,3/8 ths whatever you need on each bracket on the frame side of the bracket. Tack it then drill mounting holes through.

Yep, whatever the thickness needs to be (I'm guessing 3/8"), just get some 3" wide flat stock from a local farm or hardware store and make spacer plates.

Yep, many of those bumpers were universal so there's no particular set of hardware or anything to be sourced, just have to either make or come up with something that will fit. As stated above, I'd just get some flat stock and make it fit

Thanks guys for all your "looks".
My first 78 Silverado I had back in '88 had the same bumper, but the farmer I purchased it from only pulled around anhydrous ammonia tanks to the fields, and it was a stock 454. That bumper never moved.
This one moved after I unhooked a single axle mower trailer from it.....then I looked at the mounts. Kinda scary.
This one I have now was from my wife's cousin, so it was a one owner, all original, but sat for about 7 years. 108k original miles.
I'll keep her!
