Dash coverlay 1978

With Dash pad removed it covers the mount screws on bottom right of dash . I assume that dash needs to be installed then coverlay glued to mounted dash. Any input?

It's been a while since I did my '74, but I kinda remember using a Dremel to expose the screw holes, then re-installed the dash pad.

I used a dremel tool to make small half moon cut outs to access each screw.
