Bumper bolts to the side of the frame rail, that hole won't be an issue

Pretty easy welding job to fill the unnecessary holes.

Someone had a hitch on it at some point.

Yup, that i bet. Had a reese receiver hitch that either needed the holes stretched, or it got stressed a bit.

I agree on the hitch, I had a few issues with mine.
