Can an aluminum 16.5 be turned down to a 16?

Well its not .5 inch thick may be able to work it but itd probably cost more than buying 16s

Unless you're running solid wheels, I'd assume it's not possible. You'd have to remove atleast 0.25" all the way around plus machine a correct bead for the tires.

Too much material would be removed for it to still be considered safe. Cheaper and safer to just find a set of 16's.
