That's a bit low. You might have junk in the tank clogging up your pickup screen or maybe a worn fuel pump eccentric on the cam that isn't giving a full fuel pump stroke.10 seconds of cranking got me 6 ounces, I don't know if it matters but I think it may need a battery, cranking seems a little slow on a full charge.
I'm still leaning towards the carb needing lots of adjustments or having something wrong with it though. The fact it needs all that pumping and priming to get it to start says something isn't right.
