    Replace the battery cables. I have seen them corrode on the inside with no visible indication on the outside.

    Until you release the lever it's sealed. I don't get what you're saying. The surge tank is vented anyway. So, unless the owner let the tank get below minimum at cold, it can't pull in air. Been using a lever type for decades without issue?
