Breaks weak

Hey guys so i have a 85 k20 and i can not figure out whats going on with my breaks they work they are just very low on the pedal where i have to press it all the way and they engage hard i also am not getting any fluid out of the bleaders on the back, i am trying to explain this the best i can lol. I don’t have a vacuum leak to my booster could it be my proportioning valve? Let me know what u guys think, thank you

Could be proportioning valve, LPSV, crusty wheel cylinders, master cylinder.
Not knowing age of parts and what you e done so far makes it tough to diagnose. But start with prop valve and reset it imo.

Is the brake warning light on? If so no fluid to rear and warning light on,my first suspicion would be combination valve not centered.
