What is this hole for?

I took many pics during disassembly but I failed to take one of this area. See the pic and does anybody know what this hole is for? I was going to fill it in but I googled up this part and they all have this hole. This panel goes under the steering column. Thanks.

The metal bracket behind that hole is attached to the HVAC duct that goes to the driver's side vent.

In the LMC catalog it is the Vent-Assembly - LH, part number 38-5250, but the metal bracket is only implied (not really visible) by the nut and screw.
